The working group, which studied how the law on “The prevention of violations" is implemented, proposes to revise the legislation and practice in this area. According to the deputies of the Jogorku Kenesh and experts, it is necessary that the norms of the law cease to be declarative and become work.
The proposal was announced at a meeting chaired by the head of the Jogorku Kenesh Committee on law and order, crime control and corruption control Nataliya Nikitenko. The MPs Mirlan Jeenchoroev, Dzhanybek Bakchiev and Aaly Karashev, as well as the representatives of relevant ministries and departments, the civil sector and international organizations were participated.
“The tragic incidents among children, facts of domestic violence and other problems in the security sector require a serious revision of the prevention system; we will not just look from outside at what is happening, " - said the Chairman of the Committee Nataliya Nikitenko.
According to Nikitenko, execution of the law on “The Prevention of Crime” was evaluated firstly, as it is necessary to improve crime prevention in Kyrgyzstan.
The members of working group provided interim evaluation results.
“According to the evaluation results of the working group, the law on “The Prevention of Crime” remains declarative, "- said in his report, the cochair of the" Civic Union" and member of the working group Timur Shaikhutdinov.
Nevertheless, the law prescribes a large number of prevention subjects, but in reality the main responsibility for its implementation falls on police officers. And it is possible to create conditions for decreasing a number of violations only by joint efforts and more active participation of other subjects, and also by carrying out of reforms in the Department of Internal Affairs.
The working group proposes to initiate changes to the law and other documents in Kyrgyzstan. It is emphasized that the improvement of legislation should have conceptual character.

The working group is convinced that it is necessary to expand the role of local self-governance and civil society to improve public prevention centers and various coordination platforms both at the local, regional and national levels.
It is proposed to divide prevention into primary – for all groups of the population, secondary – for those who are underwent to antisocial behavior and tertiary – for those who have violated the law and detention facilities.
It is also necessary to consider the need for the emergence of such direction as the prevention of victimhood. Besides, the crime committer must be responsible for each crime. Provision the potential victim with legal, psychological and informational tools of self-defence will reduce the risk of committing crimes.
Speaking about transparency of the Ministry of internal Affairs, the working group of the Committee notes some improvements. So, the number of contacts is expanding; some proposals of civil society are accepted; there are examples of common work. For example: the adoption of collective plans for public safety and crime prevention at the local level in Bishkek.
However, the stable interaction system of police with other parties for violation prevention is absent. Many things depend on personal factor. As there is not a single platform for coordination of efforts and more consistent work. This is going to appear.
It is also necessary to adopt a unified state program in the field of General prevention.
Let us recall that currently a group of the Jogorku Kenesh deputies together with experts are developing a methodology for assessing the implementation of laws. This methodology was tested on the example of legislation prevention.
“The introduction of an effective system of monitoring and evaluation of the implementation of laws and state programs is becoming more and more popular, - said the deputy of the Jogorku Kenesh – Aaly Karashev. In this regard, the experience of the law and order committee is useful in finding a functioning mechanism for the entire parliament. We are working with a number of parliamentarians and experts on this subject."
According to Karashev, it is necessary to create conditions that the adopted laws are being for people and change their lives for the better in all spheres.
